Global Health, Justice and the Brain Drain

An international conference on Health Worker Migration organised by In-Spire and the Research Institute for Law, Politics and Justice on 17 September 2007.

The conference gathered international experts, academics and practitioners from nursing, trade unions, medicine, pharmacy, migration, law and economics to address the ‘brain drain’ of health workers from poor to rich countries both as a practical and a moral issue of global importance.

The health systems of the world’s richest countries are increasingly reliant on the labour of skilled health professionals from the global south. Though offering life-changing opportunities for some, this form of migration has created catastrophic challenges for others. It has depleted the human resources of health systems in some low-income sending countries, rendering them incapable of delivering basic health services and threatening health, human rights and development goals for some of the world’s poorest populations. Despite its rise up the policy agenda, the medical ‘brain drain’ remains desperately under-researched and ethical analysis of the issues is rare.

The conference was an opportunity to air innovative and multi-disciplinary perspectives on the challenges raised by the medical brain drain and potential solutions. The keynote speakers, Professor Thomas Pogge (Columbia University) and Professor Karen Hassle (University of Manchester) were joined by 18 other speakers presenting papers on

  • the philosophy of migration and human rights
  • local, national and international policy approaches
  • exploitation in medical migration
  • global justice and global institutions.
